Will the Minister for Education be pleased to State:-

Number of incidents happened in which students become unconscious due to drinking of poisonous water/food in various schools of the Province during 01-01-2020 to 01-01-2023 including precautionary measures taken to prevent such incidents in future?

ANSWER

SYED SARDAR ALI SHAH: MINISTER FOR EDUCATION:-

It is stated that there is no case reported where students become unconscious due to drinking poisonous water/food in various Schools of the Province during 01-01-2020 to 01-01-2023.

1. Whether the teachers were dismissed from service being absent from duty during 2018 to 2023;
2. If answer to (a) above is affirmative, the details thereof alongwith policy for the same?  

ANSWER

The Director of Monitoring & Evaluation identified 7159 Absconder during the academic year 2018 to 2023 as per M&E policy 2017 which was reported to concerned authority i.e., Directors / DEOs for the disciplinary proceeding.

However, this office has been informed by the Director / DEOs that the disciplinary proceedings against approximately 2500 teaching and non –teaching staff was concluded, out of which 1260 employees have been awarded major penalty of “Removal from Service”. The region-wise detail is as under:-

District-wise number of Government girls primary schools, where no washroom facility is available in Karachi Division along with intention of the government to provide the same?

ANSWER

SYED SARDAR ALI SHAH: MINISTER FOR EDUCATION:-

There are 330 girls’ primary schools in Karachi Division. Out of these, 292 primary schools have washroom facilities, in which 38 schools do not have washroom facilities. District-wise details of girl’s primary schools and with or without washrooms are at Annexure placed on the Table of the House.

District-wise number/name of Government Schools adopted by NGO’s in Sindh Province alongwith the name of NGO’s during 2019 to 2023?

The following Schools of various levels have been adopted by different NGO’s/Individuals from 2019 to 2023 as per under mentioned matrix;

District-wise number of Government Schools in Sindh where Science and I-T Lab facilities are available?

ANSWER

SYED SARDAR ALI SHAH: MINISTER FOR EDUCATION:-

1. There are 40,978 Government Schools working under SELD, Sindh.
2. Out of these 740 schools have Computer Labs facilities, while 1,216 schools have Science Labs.

It is relevant to mentioned here mostly Computer labs are in secondary and higher secondary schools, due to optional subject of computer science in secondary classes.

While in non-secondary schools there are some computer labs reported in primary, middle and elementary schools which were established through some special initiatives / projects funded either by SELD or any other donor.

The reflection of huge gap between number of schools and computer labs is due to non-essential requirement of these labs in primary, middle and elementary schools.

Is it fact that drop of female children in the schools of Sindh has been increased upto 54% which is an alarming situation if so, steps taken by Education Department of Sindh in this regard?

ANSWER

SYED SARDAR ALI SHAH: MINISTER FOR EDUCATION:-

            Major Response

"No! Not at all. As per reported statistics of 2022-23, the total enrollment of the students in government schools was reported as 4,689,348 (2,791,595 boys + 1,897,753 girls) has now been increased to 5,236,202 (3,080,923 boys +2,155,279 girls) that shows an overall increase of 13% in enrollment. The same statistics further reveal that there is 13.3% increase in the girls enrolment this year".

Elaboration- Steps are being taken

Several initiatives are in progress to bring a school a child into schools with quality education e.g. Construction, Up gradation, Renovation of building, Academic Facilities, TLM Staffing, CPD, M&E, Enrollment drives and projects i.e. SELECT, ASPIRE, SID, STEAM, DEEP, JICA, SBEP, EMS-CHS, SSEIP etc. However, Covid-19, Floods, Taboos, poverty and flawed set up (88% to 4% primary to secondary) are the reason for dropout and OOSC.

In such a challenging scenario not only the dropouts and inaccessibility but unchecked migration causes high OOSC in Sindh. Keeping all possible solution in view, the people's government also preferred Non Formal Education -Accelerated Learning Program, as one of the alternative strategies to address the educational challenges of the province.

1. Is it a fact that there have been issues regarding the attendance app for government school teachers in Sindh?
2. If the answer to (a) above is affirmative, what steps have been taken to resolve the issue of the attendance app for government school teachers in Sindh?

ANSWER

SYED SARDAR ALI SHAH: MINISTER FOR EDUCATION:-

1. PMS (Project Management System) application is an online application implemented for Teachers Daily Attendance under the directives of High Court of Sindh, CP-1937/2020.

2. Piloting the system across 12 districts (Karachi South, Hyderabad, Jamshoro, Matiari, TandoAllahyar, Tando Muhammad Khan, Dadu, QambarShadadkot, KashmoreKandhkot, Sukkur, Mirpurkhas, Umerkot) is a substantial undertaking and suggests a commitment to thorough validation and optimization before rolling out in all over Sindh.

3. Application being developed by NITB (National Information Technology Board) with hosting services provided by NTC (National Telecommunication Corporation).

4. There are many issues persist in the PMS application like login, punch in/out, leave applications, and report generation. This office addressed the said issues in written to NITB multiple times, yet have not been resolved nor any response received from NITB.

Hence, the Department has decided in the meeting held on 22-04-2024 to develop a new application of same nature which will work offline for teachers to mark their attendance.

Details on which district in Sindh has the lowest and highest students enrollment in Government schools?

ANSWER

SYED SARDAR ALI SHAH: MINISTER FOR EDUCATION:-

As per the enrollment of Government Schools provided by field team of Directorate General of M&E, the highest enrollment district of Sindh is Khairpur Mir's, the total enrollment of Khairpuir Mir's district is 413,579, whereas lowest enrollment district of Sindh is Kahmore at Kandhkot, the total enrollment of Kashmore at Kandhkot district is 40,458.
