Will the Minister for Human Settlement be pleased to State:-

Grade-wise number of persons appointed in KachiAbadi department during 2022-2023 along with criteria followed for same?

ANSWER

SYED MURAD ALI SHAH (CHIEF MINISTER): MINISTER FOR HUMAN SETTLEMENT:-

1. 04 persons appointed on Deceased Quota during 2022-23.

2. In 2022, large number of persons appointed in BS-01 to BS-16, which were cancelled/annulled with the approval of the competent authority i.e. the Chairman, Human Settlement Authority due to non-completion of codal formalities and serious irregularities made in the process of recruitment.

3. In 2023, with the approval of the competent authority i.e. the Chairman, Human Settlement Authority, fresh  recruitment/ appointment in BS-01 to BS-15 were made in accordance with rules / laws of the Authority by following the criteria:

• Inviting applications through advertisement in leading newspapers
• Scrutiny / short listing
• Interview / Test
• Committee recommendation

During the recruitment, the entire process has been halted / freezed in view of the interim order dated: 09.08.2023 passed by the Honorable High Court of Sindh, Karachi in Suit No.1564 of 2023.

Location-wise number of Katchi Abadis existing in Karachi alongwith intention of the Government to regularize them?

It is stated that in Karachi Division, the following number of Katchi Abadis exists:

List of Katchi Abadis of Karachi Division is at Annexure placed on the Table of the House.

Government intends to regularize the remaining un-notified Katchi Abadis which exists on or before 31.12.2011 by giving ownership rights to peoples living in Katchi Abadis after completion of codal formalities i.e.

• Reconnaissance survey
• Inclusion of settlement in the Master List of
• Joint demarcation / NOC form land owning agency
• Declaration / Notification of KatchiAbadi under section 19 of SKA Act 1987
• Preparation of Amelioration Plan
• Grant of ownership rights by executing lease deed in the office of Sub-Registrar

1. Is it a fact that Sindh KatchiAbadies Authority is also providing any kind of Low Cost Housing Scheme for poor people in Karachi Division;
2. If answer to (a) above is affirmative, the details thereof

Human Settlement Authority is not providing any kind of Low Cost Housing Scheme for Poor People in Karachi Division.

Criteria for regularization of KatchiAbadiesalongwith cut-off date for regularization of KatchiAbadies?

ANSWER

SYED MURAD ALI SHAH (CHIEF MINISTER): MINISTER FOR HUMAN SETTLEMENT:-

It is stated that the following criteria in accordance with Sindh Katchi Abadis Act 1987 and SKAA Regulations, 1993 for regularization of Katchi Abadis according to cut-off date i.e. 31.12.2011, is as under:

• Settlement should be in existence on or before 31.12.2011
• Settlement must have at least 40 dwelling units (with evidence of CNIC/Voter List/ Utility Bills/Passport/Death/Birth Certificate)
• Land owned by Federal Government and Provincial Agencies shall be subject to the NOC from them
• Land owned by Private Person(s) or Societies shall be subject to drawing mutual agreement between the parties and the Authority

Following are the process of Regularization Work:

• Reconnaissance survey
• Inclusion of settlement in Master List of
• Joint demarcation/NOC from land owning agency
• Declaration / Notification of KatchiAbadi under section 19 of SKA Act 1987
• Preparation of Amelioration Plan
• Grant of ownership rights by executing lease deed in the office of Sub-Registrar.

Will the Minister for Human Settlement be pleased to State:-

1. Is it a fact that a project of provision of basic facilities of sewerage/cc drain/cc topping at different KatchiAabadies in Sindh (Karachi, Hyderabad, Khairpur, Sukkur and SBA) with cost of 40.000 million is to be completed by June 2020;
2. If answer to (a) above is affirmative, detail of work completed and amount spent?

ANSWER

SYED MURAD ALI SHAH (CHIEF MINISTER): MINISTER FOR HUMAN SETTLEMENT:-

(a) & (b) The completion time of Scheme ADP No. 1345 (2017-2018) for provision of basic facilities of Sewerage / C.C Drain / C.C Topping at different KatchiAbadis in Sindh (Karachi, Hyderabad, Khairpur, Sukkur and SBA) with Cost of Rs. 40.00 million was started in the financial year 2017-2018 & completed in the year 2022-2023.  Financial Status Year Wise is at Annexure placed on the Table of the House.

Reason: Actual time of completion was 2020 but delays occurred due to General Election in Sep 2018. The Election Commission Pakistan with held all the development works and Covid lockdown in 2019-2020. Furthermore, P & D department distributed the scheme funds on 03 years but the schemes were physical completed up to June 2020 and financially completed in 2023.

1. Is it a fact that a project of Slums infrastructure development program, Mirpurkhas, Thatta, SBA, NaushahroFeroz and Karachi with  cost of Rs.44.000 million was to be completed by June 2021;
2. If answer to (a) above is affirmative, detail of work completed and amount spent?

ANSWER

SYED MURAD ALI SHAH (CHIEF MINISTER): MINISTER FOR HUMAN SETTLEMENT:-

Yes. The Scheme ADP No.1157 (2016-17) under title Slums infrastructure development program at Mirpurkhas, Thatta, SBA Naushahro Feroz and Karachi with a Cost of Rs. 44.00 million was started in the financial year 2016-17 & was timely completed with reduced cost 37.63 million in the year June 2017.   

1. Total Cost of Scheme = 44,000,000/-
2. Total Expenditures     = 3,7631,688/-
