Total number of fishermen colonies existing under the scope administration of Pakistan Fisher Foke Forum?

ANSWER

 

MR. MUHAMMAD ALI MALKANI: MINISTER FOR LIVESTOCK & FISHERIES:-

 

Pakistan Fisher Folk Forum does not administer any Fisherman Colony in Sindh.

All the existing colonies or Model villages are constructed by the Sindh Fisheries Department through Annual Development Programme (ADP) 2006-07 to 2010- 11 is at Annexure Placed on the Table of the House.

  1. Is it a fact that model villages for fishermen were constructed by Sindh Government during 2010;
  2. If answer to (a) above be in the affirmative number of houses constructed, present status of program alongwith basic facilities being provided there?

 

ANSWER

 

MR. MUHAMMAD ALI MALKANI: MINISTER FOR LIVESTOCK & FISHERIES:-

 

Yes it is fact that the certain number of Model villages are constructed by Sindh Government from 2006-07 to 2010-2011.

Four Hundred houses were to be constructed in 4 model villages / colonies under ADP Scheme namely “Model village for Fishermen at Hawksbay, Zero point Badin, Manchar Lake & Keenjhar Lake Thatta” ADP 2006-07 to 2010-11.

However; the location at Hawkasbay was dropped due to non-availability of plot and only 187 houses along with ancillary structures were completed and handover to Fisherman at Keenjhar and Manchar lake whereas at Zero point Badin the houses are at various stages like roof level, plinth level etc. The scheme is under MEC and abandoned.

Type of fish being exported annually along with revenue generated as well as detail of its utilization?

The marine commercially important resources include nearly 250 demersal fish species, 50 small pelagic fish species, 15 medium sized pelagic species and 20 large pelagic fish species.  In addition to this, there are also 15 commercial shrimp species, 12 cephalopod species and 5 lobster species.

  • Utilization of Revenue generated from the fish export:

This is not within the ambit of this provincial government and the utilization of revenue from fish exports falls under the Federal Government.

  1. Is it a fact that fish farming is decreasing in the province;
  2. If answer to (a) above is affirmative, the details thereof alongwith steps taken by the Government for their assistance?

 

ANSWER

 

MR. MUHAMMAD ALI MALKANI: MINISTER FOR LIVESTOCK & FISHERIES:-

 

No.

The fish farming in the province is increasing day by day, because the agriculture lands are converted into saline and the same are not usable for Agriculture purpose, hence the fish farming is increasing.

The Department during 2022-23 conducted digitalized survey of private fish farms of Sindh the copy of the same is at Annexure placed on the Table of the House.

How many fish processing and packing plants currently running in Sindh Province to improve export of Fisheries?

ANSWER

 

MR. MUHAMMAD ALI MALKANI: MINISTER FOR LIVESTOCK & FISHERIES:-

 

There are ninety two (92) processing and packaging plants currently running in Sindh Province to improve export of Fisheries.  List is at  Annexure A, B & C placed on the Table of the House.

These fish processing packaging plants are crucial for boosting country’s export.  These plants enhanced product quality, compliance and value addition leading to increase export revenue, employment and foreign exchange earnings.

  1. Is it a fact that no survey of fish has been done in the Sindh EEZ ever?
  2. If answer to (a) above is affirmative, how are fishing stocks assessed when granting fishing permits/licenses?

ANSWER

 

MR. MUHAMMAD ALI MALKANI: MINISTER FOR LIVESTOCK & FISHERIES:-

 

The stock survey of fish has not been done by provincial Government Sindh EEZ ever, but thestock assessment survey of Pakistan has been done by different Foreign Agencies with the collaboration of Marine Fisheries Department, Government of Pakistan.

  • The coast of Pakistan is about 1120 km (North Zone = Balochistan Coast 772 km & South Zone = Sindh Coast 348 km).
  • The Exclusive Economic Zone (EEZ) of Pakistan consists of about 240,000 km², with an additional continental shelf area of about 50,270 km².
  • Zone-I (Provincial Territory) starting from the coastline to 12nm (for Small-scale fishing activities).

 

  • Zone-II (Contiguous Zone) an area adjacent to and beyond the territorial waters and extended  sea words to a line thirty two nautical miles measured from baseline, where Federal Government may exercise such powers in this Zone starts from 12nm upto 35nm (Medium-sized vessels & Commercial fishing).

 

  • Zone-III (Exclusive Economic Zone) starts from 35nm to 200nm (Industrial fishing) under the Federal Government.

 

  • Zone-IV 200 to 350 miles extended Continental shelf. Is at Annexure placed on the Table of the House.

 

Granting fishing permit / licenses:

  • Licenses / permits under Section-3 of Sindh Fisheries Ordinance, 1980 and Rules made thereunder to grant fishing permits / licences for territorial waters in Sindh Is at Annexure placed on the Table of the House.

  1. Is it a fact that fisher folk in Keenjher lake is unable to earn a living because fish stock has been depleted and no assistance is offered to them to earn a livelihood;
  2. If answer to (a) above is affirmative, the reasons thereof?

 

ANSWER

 

MR. MUHAMMAD ALI MALKANI: MINISTER FOR LIVESTOCK & FISHERIES:-

 

It is to inform that Fisheries department has stocked more or less about 593.469 million Fish Frys of Indian major carps i.e. Rahu, Mori, Thaila and Gulfam during the period mentioned below from public hatcheries into Keenjhar Lake to boost fish production, so as to improve productivity and enhance availability of fish into Lake. The stocking of fish seed is continuing from public hatcheries as well as AAP, Fisheries Sector, Karachi.

Moreover, this department playing vital role in “uplifting the livelihood of the fishermen of Keenjhar Lake” from time to time by providing modern fishing gears, ice boxes, boats, boat engine, bicycle etc. to them free of cost.
