It is submitted that in the Lyari Development Authority no any case of such a nature has been made / performed.

  1. Is it a fact that actions have been taken against illegal constructions specially in Karachi during 2018 to 2023;
  2. If answer to (a) above is affirmative, the details thereof?

Yes, It is submitted that, the Sindh Building Control Authority has taken Demolition actions. Details consists of huge number, therefore learned MPA may like to give specific area so as exact answer could be provided.

Number of bridges, flyovers and under passes constructed/renovated in Karachi during the last five years and number out of above on which work completed with amount spent?

(a)   Whether it is a fact that Patharas/ cabins pay “Hafta monthly” to the concerned authorities in Karachi;

(b)  If answer to (a) above be in the affirmative steps taken to control such practices?      

 

ANSWER

 

MR. SAEED GHANI, MINISTER FOR LOCAL GOVERNMENT:-

 

It is submitted that no any type of “Hafta/Monthly” collection from Patharas / Cabins within the Municipal Limits.

 

It is further submitted that Anti-encroachment operations are being carried-out on daily basis against the illegal Patharas / Cabins.

  1. Is it a fact that new birds  and  animals brought into Karachi  Zoo during 2021 and 2022;
  2. If answer to (a) above be in affirmative, name and number of the same including amount spent?

ANSWER

 

MR. SAEED GHANI, MINISTER FOR LOCAL GOVERNMENT:-

 

It is submitted that no new bird and animal was brought into, Karachi Zoo during the year 2021-22.

 

599      *Mr. Abdul Waseem:

Will the Minister for Local Government be pleased to State:-

 

Is it fact that due to leakages in big lines of water in new Karachi and North Karachi, there is wasting of water if so; intention for fixing it and when it will be done furnish details thereof?

ANSWER

 

MR. SAEED GHANI, MINISTER FOR LOCAL GOVERNMENT:-

 

Yes, the main source of North Karachi and New Karachi is 48” PRCC line laid in the 1978 (third phase) and completed its design life, start from NEK to Ajmair. This bulk water supply line is under intermittent supply which results in frequent leakages duo to aging factor. The KW&SC under its annual contracts has already repaired 20 plus leakages (minor/major) from the month of June to August- 2024 and shall bound to repair the leakages when appeared.

Status of K-4 Project in Karachi until it will be completed? To which localities/areas to be supplied water from K-4 furnish details?

 

ANSWER

 

MR. SAEED GHANI, MINISTER FOR LOCAL GOVERNMENT:-

 

It is submitted that the work on Greater Karachi Bulk Water Supply Scheme (K-IV) 260 MGD (Phase-I) is in progress with Physical Progress achieved so far is 48.33%. The Project is expected to be completed by June 2026.

 

It is further submitted that the Project aims to supply bulk water from Keenjhar Lake located in District Thatta through a pressurized Pipeline Conveyance System. Water will be discharged into the outskirts of Karachi city at three termination points R1, R2, and R3 as under:

 

  • R1 at Location RD 64+200 near Pipri
  • R2 at location RD 96+200 near NEK, and
  • R3 at location RD 111+700 near Manghopir

 

    • K-IV Augmentation Project: The K-IV Project shall bring 260 MGD of Water to entire Karachi. The water shall be provided from the reservoirs situated at the location of R1 Pipri (District Malir, District Korangi and partially District South), R2 NEK to COD (District East, Central, partially South & West) and R3 Manghopir to Banaras (District West, Keamari and partially Central). The city will get sufficient water under this project.

Number of development projects running in Sujawal district, furnish detail thereof?

 

ANSWER

It is submitted that Development Project in Sujawal District along with details of work carried-out reflected in Provincial ADP under the portfolio of Local Government Department are at Annexure placed on the Table of the House.

 

823      *Mr. Muhammad Shabbir Qureshi:

Will the Minister for Local Government be pleased to State:-

 

  1. Is it a fact that a project of greater Karachi sewerage plan (S-111) with cost of Rs. 7982.000 million with federal  share of Rs. 3991.000 million Karachi was to be completed by June, 2020;
  2. If answer to (a) above is affirmative, present position of the same?

 

ANSWER

 

MR. SAEED GHANI, MINISTER FOR LOCAL GOVERNMENT:-

 

            The answer of the question at “a” is affirmative.

 

It is submitted that the Original PC-1 of S-III Project was approved by the ECNEC in September 2007, for an amount of Rs.7982 as the cost of the Project, and its completion time was 48 months.

The project delayed for the reason beyond the control i.e. land issues, law and order situation in the city, torrential rains, less allocation of funds, Corona Epidemic, etc. The design phase of S-III Project was finalized in 2013 when tender for the 1st batch of Contract Package was invited, following SPPRA Rules 2010 within the available funds.

Subsequently, a Revised PC-1 was also prepared and forwarded for obtaining approval from competent forum i.e. ECNEC, based on the design report of the Project prepared by appointed Consultant in its design phase.

Revised PC-1 amounting to Rs.36, 117.459 million was submitted for approval through proper channel, up to ECNEC forum. In March 2018, the ECNEC in its meeting accorded approval of Revised PC-1 of Rs.36, 117.459 million with time of completion of the works till August 2020. Afterward tenders were invited for the remaining works under S-III Project.

The work on Lyari basin was delayed due to non-availability of appropriate funds and other hurdles at site, etc. The awarded works related to sewage transmission are almost complete. While works of Sewage Treatment are in progress and it is expected to be completed by June, 2026.
