Will the Minister for Cooperative be pleased to State:-

 

(a)      Whether it is a fact that initiatives are being taken by the department to promote co-operative societies in province,

(b)     If answer to (a) above be in the affirmative, details thereof?

 

ANSWER

 

SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR COOPERATIVE:-

 

Yes,

 

The department will commence new registration of cooperative societies with multiple objectives and cooperative department is in the process of reactivating the cooperative banking system in Sindh as mentioned in assembly question No 337. If the bank is established, the cooperatives will flourish and play a vital role in alleviating poverty in the province particularly in rural and suburban areas.

(a)      Is it a fact that measures are being taken to ensure the proper functioning and governance of co-operative societies across the Province,

(b) If answer to (a) above be in the affirmative, details thereof?

SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR COOPERATIVE:-

 

Yes,

 

·         Regular audit of each and every cooperative society is conducted every year by the department to ensure proper functioning.

 

·         Regular General Body Meetings and Elections are being ordered by the department.

 

·         Enquiries are conducted to highlight the illegalities and irregularities and fix the responsibility against the negligent and delinquents.

(a)      Whether it is a fact that steps are being taken to address the challenges faced by

Co-operative Societies in terms of financial management and transparency;

(b)   If answer to (a) above is in affirmative the details thereof?

SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR COOPERATIVE:-

 

·         Yes, if any complaint is made to the Department.

 

·         Regular Audit is being conducted every year of each and every cooperative society under section 30 of the Sindh Cooperative Societies Act, 2020.

Orders of enquiry are also issued where deemed expedient.

Will the Minister for Cooperative be pleased to State:-

 

(a)   Is it fact that a scheme of Digitalization of Record of Cooperative Societies with cost of Rs. 57.600 million is to be completed by June2026;

(b)   If answer to (a) above is affirmative, detail of work completed and amount spent todate?

ADP Scheme for the digitalization of record of Cooperative Societies is reflected as unapproved. However the PC-I has been submitted for consideration and necessary approval in planning and Development Department, Government of Sindh.

a)        Is it fact that a scheme of Construction of Sindh Government Cooperative College at Hyderabad with cost of Rs. 118.421 million is completed on June 2022;

b)        If answer to (a) above is affirmative, detail of completed work?

 

 

 

ANSWER

 

SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR COOPERATIVE:-

 

Annual development program (ADP) scheme construction of Sindh Government Cooperative College at Hyderabad was approved in 2021, at an estimated cost of Rs. 118. 8 million. However the scheme was formally approved at a cost of Rs. 107.41 million. Due to unnecessary delay in release funds, objections raised by CMIT, price escalation over the years, coupled with non-approval of revised PC-I, the scheme could not be completed by June, 2022. The scheme was closed as per decision taken in the review meeting of Planning & Development Department, Government of Sindh. However, monthly progress report of the Executive Engineer, Works & Services department Hyderabad, in which the details of completed work has been shown at Annexure Placed on the Table of the House.
