Will the Minister for Livestock & Fisheries be pleased to State:-
(a) Is it fact that a project of additional electric power supply of 1550 kv to Karachi Fish Harbor with cost of Rs. 17.634 million was to be completed by June, 2020;
(b) If answer to (a) above is affirmative, details of work completed and amount spent to date?
ANSWER
MR. MUHAMMAD ALI MALKANI: MINISTER FOR LIVESTOCK & FISHERIES:-
Yes.
The ADP scheme namely “Additional Electric Supply of 1550 K W to Karachi Fish Harbour (KFH)” was approved by the DDWP with total cost of Rs.17.634 (M) on 21.09.2016. This scheme has a direct relationship with another ADP scheme namely “Rehabilitation & Renovation of Karachi Fish Harbour External Services” which has been delayed by Works & Services Department Monitoring & Evaluation Cell (MEC) of Planning and Development Department has visited the scheme at KFH and declared the status of scheme as Unsatisfactory. A summary has been proposed the M/s NESPAK may be requested to re-join as consultant with TORs to scrutinize PC-I 3rd revision submitted by W& S Department analyze work done, to be done and suggest way forward to accelerate the progress of work. The matter is pending.
Keeping in view of above, scheme for additional power supply has been dropped for a while and will be re-submitted in the financial year of main ADP scheme “Rehabilitation & Renovation of Karachi Fish Harbour-External Services”
No expenditure has been incurred.

What Security Measures are being taken at Karachi Fish Harbor by the Fisheries Department?
ANSWER
MR. MUHAMMAD ALI MALKANI: MINISTER FOR LIVESTOCK & FISHERIES:-
The Karachi Fisheries Harbour Authority (KFHA) has initiated the following steps for the security of Karachi Fish Harbour.
1. CCTV cameras are installed at prominent places (Exit & Entry of gates 1,2& 3, 4) of KFH.
2. WalkiTalki sets have been provided to security staff for immediate coordination.
3. Metal detectors provided to security staff.
4. Vehicle detectors &Khoji are provided to security staff.
5. Proper uniform is also provided to the staff for personal safety & recognition.
6. Police check posts of Docks Police Station have already been established at Karachi Fish Harbour.
7. Provision of lightings arrangements in Harbour premises is already added in ADP scheme.

Which kind of fish varieties are available in Sindh,whether said fish is being exported?

MARINE FISHERIES
Pakistan has many marine and inland fishery resources. The commercially important marine resources including demersal fish species, small pelagic fish species, medium-sized pelagic species and large sized pelagic fish species. In addition to this, there are also commercial shrimp species, cephalopod species and lobster species. Types of fish being exported is at Annexure-A placed on the Table of the House.
INLAND FISHERIES
· Varieties of fresh water fishes available in Sindh are at Annexure-B placed on the Table of the House.
· Some of fish species pertaining to land fisheries are exported to Middle East, European Union, United Arab Emirates, United States and South East-Asia with China, Thailand, Japan and Malaysia. (Source: Pakistan Economic Survey 2024-25).

There are two hatcheries, one public and one is private and is registered under Director General, Marine & Coastal Fisheries Development, Details are as Under:

INLAND FISHERIES
There are 12 following Public Fisheries Hatcheries existing / functional in the province as Under.
1. Upper Sindh Fish Hatchery, Mandodero, Sukkur
2. Backyard Fish Hatchery, Sukkur
3. Carp Fish Hatchery, Larkana at Dokri
4. Carp Fish Hatchery, Bubak.
5. Carp Fish Hatchery Badin
6. Carp Fish Hatchery Sanghar
7. Sindh Fisheries Aquaculture Research Institute (SAFRI), Chilya, Thatta.
8. Backyard Fish Hatchery Chilya, Thatta.
9. Backyard Fish Hatchery Keenjhar Lake, Thatta.
10. Fish Hatchery Jhampir at Keenjhar Lake
11. Carp Fish Hatchery, NaushahroFeroze
12. Fish Hatchery, Hosri
A survey was conducted by the Fisheries wing of Livestock & Fisheries Department and found that there are eighteen (18) functional Private Fish Hatcheries in Sindhlist is at Annexure placed on the Table of the House.

What types of facilities does the department provide for the fishermen?

*MARINE FISHERIES
The Sindh Fisheries Department (SFD) is undertaking several targeted initiatives to support the welfare and empowerment of the fisher folk communities.
Registration with NADRA and CNIC Issuance:
SFS is actively facilitating the registration of fishermen under the National database. Upon submission of legal documents by the fishermen, the department is assisting in the issuance computerized National Identity Card.
This will help fishermen gain access to formal social protection schemes, financial inclusion (bank accounts loans) healthcare services, education benefits and enable them to avail Government subsidies and disaster relief programme.
Awareness Capacity:
Regular training workshops are being conducted to educate fishermen on sustainable fishing practices, fish handling, preservation techniques and safety at sea.
Provision of incentive to the fishermen communities the welfare:
SFD has been providing facilities in the form of incentives to the fishermen communities by different approaches such as ice boxes, cycles, crates, ropes, nets, life jackets, first aid kits and training on emergency response protocols to reduce loss of life and improve safety during fishing operations.
Support for legal Fishing Gear:
Awareness and partial support are provided for the use of legal and environment-friendly fishing nets discouraging harmful gear like banned fishing nets.
Livelihood Diversification Initiatives:
SFD promotes alternative livelihood options such as aquaculture and fish farming to reduce pressure on marine stocks and enhance income opportunities.
Infrastructure Support:
Schemes for upgradation and development of jetties cold storages through refrigerated sea water (RSW) and development of fish landing platforms has been executed to support fisheries value chains and boost livelihood.
*INLAND FISHERIES
The fisheries wing of Livestock and Fisheries Department Government of Sindh has provided the Fishing Gears, Insulated Ice Boxes, Plastic Crates (to prevent the degradation of fish quality) and Out Board Engines are included in the development schemewhich is at Annexure placed on the table of the House.
Fisheries wing of the department established 04 Model Villages for fishermen community at following places.
1. Hawksbay Karachi (dropped due to unavailability of plot).
2. Zero point district Badin.
3. Manchar Lake District Jamshoro.
4. Keenjhar Lake District Thatta.
Further the varieties of different fish species are released in public water bodies from Public Fish Hatcheries and Accelerated Action Plan (AAP) for Reduction of Stunning and Malnutrition in Sindh (Fisheries Sector), to increase Fish Production.

Whether any training programs were conducted for prawn fishermen in Karachi during the period 01-01-2020 to 01-01-2025, if so, the details thereof?
ANSWER

NO.
There is no any training program was conducted for prawn fishermen in Karachi during 01-01-2020 to 01-01-2025 by this Directorate General Fisheries (Inland) Sindh.

Whether any insurance schemes were introduced for fishermen in Sindh during the period 01-01-2020 to 01-01-2025, if so, the details thereof?
ANSWER
MR. MUHAMMAD ALI MALKANI: MINISTER FOR LIVESTOCK & FISHERIES:-
No.
The Sindh Fisheries Department did not introduce any insurance scheme for fishermen during the period from 01-01-2020 to 01-01-2025. Responsibility for designing and rolling out such schemes rests primarily with the Federal Ministry of Maritime affairs in coordination with provincial fisheries authorities.
Establishing an insurance mechanism for fishermen is essential to shield them from occupational hazards, natural disasters and livelihood disruptions.
The forthcoming National Fisheries and Aquaculture Policy 2025-2035 being developed by the Ministry of Maritime Affairs with technical assistance from the Food and Agriculture Organization will underscore the imperative of social safety nets, including comprehensive insurance coverage for fishing communities.

(a) Whether is it a fact that a contract or license system is in place for freshwater fishing in Sindh;
(b) If answer to (a) above is in affirmative terms of the same and the revenue earned during the financial year 2024-25?
ANSWER
MR. MUHAMMAD ALI MALKANI: MINISTER FOR LIVESTOCK & FISHERIES:-
Yes.
v The Fisheries Wing of Livestock & Fisheries Department, Government of Sindh issues Fresh Water (Inland) Fishing Licenses to local fisherman in accordance with the Sindh Fisheries Ordinance, 1980 and subsequently amendments, on prescribed charges as per schedule.
v The Directorate General Sindh Fisheries (Inland), Livestock & Fisheries Department, generated revenue from issuance of Commercial Fresh Water (Inland) Fishing License across the province during the Financial Year 2024-25, is at annexure placed on the Table of the House.
