Will the Minister for Women Development be pleased to State:-

Total number of Day Care Centers and Sales and Display Resource Centers established in District East Karachi during 2018 to 2023?

ANSWER

MS. SHAHEENA SHER ALI, MINISTER FOR WOMEN DEVELOPMENT:-

            Day Care Centre:

Only one Day Care Center was established by Women Development Department in District East Karachi at ‘Karachi University’ during 2018 to 2023.

            Sales and Display Resource Centre:

There was not any Sales and Display Resource Centre established in Karachi during 2018 to 2023.

Will the Minister for Women Development be pleased to State:-

Number of Hostels established during 2018 to 2023 for working women in Karachi?

ANSWER

MS. SHAHEENA SHER ALI, MINISTER FOR WOMEN DEVELOPMENT:-

            No hostel was established for working women in Karachi during 2018 to 2023.

Moreover, it is a component of under-process ADP scheme no. 3838 ‘Establishment of Women Development Complex at Karachi’.

Will the Minister for Women Development be pleased to State:-

(a)    Is it a fact that steps were taken to enhance women’s representation in government bodies and legislative councils during 2024;

(b)      What are the details, if the response to (a) above is in the affirmative?

ANSWER

MS. SHAHEENA SHER ALI, MINISTER FOR WOMEN DEVELOPMENT:-

In order to enhance women representation in Government bodies and legislative council 2024 the female quota in Sindh Public Service Commission (SPSC) has been raised from 10% to 15%.

During 2024(05) female officers on female quota and 06 on General merit have been inducted as Assistant Director (Women Empowerment & Protection) in Women Development Department to make the Department more female friendly.

In addition to this, process of appointment of Chairperson, Sindh Commission on the Status of Women is under process which will exclusively work to enhance the women’s participation in every segment of society.

Will the Minister for Women Development be pleased to State:-

(a)    Whether it is a fact that new policies or shelters were introduced in 2024 for women who are victims of domestic abuse;

(b)    What are the specifics, if the response to (a) above is affirmative?

ANSWER

MS. SHAHEENA SHER ALI, MINISTER FOR WOMEN DEVELOPMENT:-

Yes, the Department is already running 5 Dar-ul-Amans at Hyderabad, Sukkur, Larkana, Shaheed Benaizarabad and Dar-ul-Aman at Karachi is assisted by reputable NGO i.e.Panah

Moreover, 22 Safe Houses in the districts of the Sindh that provide shelter to the victims of GBV and 17 Women Complaint Cells are working to provide counseling, legal support and to resolve matters out of court.

However in August 2024 Safe House at Badin which was under the control of Social Welfare was taken over by the Women Development Department and is providing its services for Badin and nearby areas.

(a)    Whether it is a fact that cases of domestic violence and harassment have been reported in the province during 2024,;

(b)      If the answer to (a) above is in the affirmative, what steps have been made to help the victims?

ANSWER

MS. SHAHEENA SHER ALI, MINISTER FOR WOMEN DEVELOPMENT:-

a)    Yes, it is a fact that cases of domestic violence and harassment have been reported in the province during the year 2024.

Report of Domestic Violence and Harassment Cases in Women Development Department During 2024

The Women Development Department has been taken various measures to curb the issues of Domestic Violence and harassment. The major endeavors of the Department for violence against women are following:

·      The Women Development Department has established Women Complaint Cells at districts level in Sindh to combat violence against women. These Cells are providing psycho-social counseling and legal aid facilities to the women in distress according to the nature of case. The following practice has been implementing:

·      Case Registration

·      Counseling

·      Reconciliation/Settlement

·      Legal Aid

·       The Women Development Department, Government of Sindh has initiated the helpline 1094 across Sindh. It helps women to report cases ofviolence for prompt relief, especially in case of domestic violence and in case of multiple threats. It is operated at Karachi in coordination with concerned divisional and districts offices.

·      The Legal aid facility is provided through Deputy Directorates of Women Development Department at Karachi, Hyderabad, Shaheed Benazirabad and Jacobabad; while in the remaining districts the cases for legal assistance have been referred to other referral organizations and NGOs working for women rights.

·     Safe Houses at 22 districts are functional to register domestic violence complaints and provide temporary shelter to the victims.

·     5 Darul-Amans at Sukkur, Larkana, Shaheed Benazirabad Hyderabad and Karachi are functional and there is a mechanism to facilitate the survivors and provide legal assistance on case to case basis.

·     Maintenance of Data Dashboard to register complaints of women victims and to maintain data for analysis.

·     Implementation of Pro women laws in letter and spirit.

·     Appointment of Assistant Directors (WE&P) across the province to resolve the matters of violence against women in coordination with district administration.

Will the Minister for Women Development be pleased to State:-

Number of women’s skill development centers established in Sindh during period 01-01-2021 to 01-06-2025?

ANSWER

MS. SHAHEENA SHER ALI, MINISTER FOR WOMEN DEVELOPMENT:-

No, women skill development centers were established in Sindh during period 01-01-2021 to 01-06-2025 under regular SNE budget.

Will the Minister for Women Development be pleased to State:-

(a)     Is it a fact that there are just a few districts in the province with Darul-Aman facilities;

(b)     If the answer to (a) above is yes, what are the reasons?

ANSWER

MS. SHAHEENA SHER ALI, MINISTER FOR WOMEN DEVELOPMENT:-

TheDarul-Amans have been established and operated at “Divisional Level” in the province of Sindh by the Women Development Department. The capacity is enough in each Darul-Aman to accommodate the inmates of division.

The details are as follows:

1.         Darul-Aman Karachi (run by the panah shelter home, NGO).

2.         Darul-Aman Hyderabad.

3.         Darul-AmanShaheedBenazirabad.

4.         Darul-AmanSukkur.

5.         Darul-AmanLarkana.

Yes, because we have Safe Houses at District level across Sindh.
