Will the Minister for Local Government be pleased to State:-

Location-wise number of public toilets constructed by City District Government Karachi during 2018 to 2023 alongwith amount spent? 

 

ANSWER

It is submitted that during the tenure of City District Government Karachi (defunct) the following old public toilets were managed.

It is further submitted that with revival of SLGO 2001 and promulgation of SLGA 2013, the above public lavatories were handed over to Citizen Liaison Public Committee (CPLC) by the directive of the then Honorable Governor Sindh, presently (CPLC) istaking care of these public facilities.

(a)   Whether it is a fact that there are complaints of corruption against Tanker Mafias, and linemen’s within KW&SB;

(b)              If answer to (a) above be in the affirmative action taken against involved persons? 

ANSWER

 

MR. MUHAMMAD QASIM SOOMRO, PARLIAMENTARY SECRETARY FOR LOCAL GOVERNMENT:-

It is submitted that before September- 2023, 242 illegal water hydrants were operating in Karachi. The Tanker Mafia use to get water from these illegal hydrantsand sale water to the consumer at exorbitant prices. The tanker mafia has been arrested effectively through substantial step.

The Anti-Water Theft Cell, KW&SC in its grand operation from 15th September- 2023 till date have completely uprooted 223 illegal water hydrants with more than 183 FIRs registered across the city, save 25 MGD water and include into the system.     

 

It is further submitted that since the start of grand operation against illegal water tankers / hydrants, the KW&SC had brought 3200 water tankers into its fold by equipping all of the water tankers with QR Codes and real time tracking system. The KW&SC has established state-of-the-art hydrant management centre for real time monitoring of all such tankers which have to registered such measures have curbed the activities of water tanker mafia / illegal tankers of the city.

 

Further, the installation of bulk flow meters will ensure equitable water distribution to the public and any arbitrary involvement of linemen shall be minimized.

Number of staff and vehicles available in Fire Brigade squad of KMC whether above staff and vehicles are sufficient to face any un-wanted situation in if so, the details thereof?

 

ANSWER

 

MR. MUHAMMAD QASIM SOOMRO, PARLIAMENTARY SECRETARY FOR LOCAL GOVERNMENT:-

 

It is submitted that there are forty two (42) Fire Tenders in working condition out of a total of 46 Fire Tenders, the remainder four are out of order due to major/minor repair and maintenance work. There are five (05) snorkels in working condition out of 08. One Vema Snorkel is under repair, which will soon join the fleet. Whereas, two (02) snorkels are out of order due to major/minor maintenance work.

It is further submitted that at present Fire Brigade Department is operating twenty eight (28) Fire Stations with the working strength of only nineteen (19) Fire Station wherein 30% posts are vacant. Over the period of last five years, most of the fire drivers and fire staff have either retired or passed away. As a result, there are (11) Station Officers working against the (22) sanctioned post, (07) Sub Fire Officer against (35) sanctioned posts, (34) leading fireman against (111) sanctioned posts, (142) Fire Drivers against (242) sanctioned post and (186) fireman against (777) sanctioned.

Will the Minister for Local Government be pleased to State:-

(a)   Is it a fact that there is acute shortage of water in Clifton Block-1-5 since 2months, 2024;

(b)   If answer to (a) above is in affirmative the reasons thereof alongwith steps taken to overcome the issue?

ANSWER

MR. MUHAMMAD QASIM SOOMRO, PARLIAMENTARY SECRETARY FOR LOCAL GOVERNMENT:-

It is submitted that maintenance and repair work carried out by the Karachi Water and Sewerage Corporation (KW&SC)  bulk water supply main (84-inch diameter) at University Road, Dhabeji Pumping Station during November to December, 2024 required a partial shutdown, which temporarily affected water supply across Karachi, including Clifton Town.

It is further submitted that the Karachi Water and Sewerage Corporation supplies water in Clifton Town through a 33” diameter CTM line, being tail-end area, residents of Clifton Town face water shortages. In Blocks 1 to 5, water is supplied through Block 5 pumping station with a gap of 6 to 8 days, for 1 to 2 hours. Whereas, in Block 1 and the Shireen Jinnah area, water is supplied through the Reverse Osmosis (R.O.) Plant located in Block 1.

 

The Karachi Water & Sewerage Corporation (KW&SC) is committed to ensuring an equitable distribution of water throughout Karachi, including Clifton Town.

 

KW&SC is committed to improving water supply position in Clifton Town by re-scheduling water supply timings, Block-wise, until commissioning of K-4 Project.

Will the Minister for Local Government be pleased to State:-

(a)   Is it a fact that storage capacity of filter plants installed at Hala Naka and Paretabad, Hyderabad is not sufficient;

(b)   If answer to (a) above be in the affirmative the reasons thereof alongwith steps taken to increased storage capacity of the same?

ANSWER

 

MR. MUHAMMAD QASIM SOOMRO, PARLIAMENTARY SECRETARY FOR LOCAL GOVERNMENT:-

It is submitted that storage capacity of Hala Naka and Preetabad is to be increased. However, within the premises of the Hala Naka Filter Plant, there is insufficient space to establish a new lagoon to enhance its storage capacity.

In this regard, with the approval of the competent authority, a proposal for the construction of a new 6 MGD Filter Plant at Khanpota Village has been included in the current financial budget under ADP No.1759/2025-26. This initiative is expected to benefit most of the city area and divert the burden from the Hala Naka Filter Plant. 

Moreover, under ADP No.1601/2025-26, the extension of the Ghangra Mori Filter Plant is being executed through the Local Government Project. This will further alleviate the burden on the Preetabad Filter Plant.
