Will the Minister for Transport and Mass Transit be pleased to state:-

(a)   Requirement such as lightning and siren etc. to operate an ambulance on public roads,

(b)  Whether the driver is required to undergo any special training?  

ANSWER

MR. SHARJEEL INAM MEMON: MINISTER FOR TRANSPORT AND MASS TRANSIT:-

Currently, there is no established training mechanism for ambulance drivers regarding lighting and siren etc during operation on public roads in Transport and Mass Transit Department.

Will the Minister for Transport and Mass Transit be pleased to state:-

(a)   Is it fact that scheme Establishment of DRTAs offices at Mirpur khas, Sanghar, SBA, Khairpur, Larkano and Jacobabad with cost of Rs. 112.914    million is to be completed by June 2025;

(b)   If answer to (a) above is affirmative, detail of work completed and amount spent todate?

ANSWER

MR. SHARJEEL INAM MEMON: MINISTER FOR TRANSPORT AND MASS TRANSIT:-

Yes, the ADP Scheme No: 3805, namely "Establishment of DRTAs offices at Mirpurkhas, Sanghar, SBA, Khairpur, Larkano, and Jacobabad” with an estimated cost of Rs. 112.914 million is likely to be completed by June 2025.

The Transport & Mass Transit Department, through the Works and Services Department, is executing the said ADP scheme.

The scheme is expected to be completed by June 2025 with an estimated cost of Rs. 112.914 million.

The physical progress of the scheme is 90%, with an expenditure of Rs. 108.474 million to date.

(a)   Is it fact that scheme Upgradation of Traffic Signals in Karachi, Sukkur and Larkana (Phase-I with cost of Rs. 154.248   million is to be completed by June 2026;

(b)    If answer to (a) above is affirmative, detail of work completed and amount spent todate?

ANSWER

MR. SHARJEEL INAM MEMON: MINISTER FOR TRANSPORT AND MASS TRANSIT:-

Yes, the ADP Scheme No: 3798 namely “Installation/Upgradation of traffic signals in Karachi, Sukkur and Larkana (Phase-I)” with an estimated cost of Rs. 154.248 million is likely to be completed by June 2026.

Transport and Mass Transit Department (T&MTD), through Sindh Mass Transit Authority (SMTA), has undertaken the said scheme to reduce traffic congestion as well as to provide a safe and efficient transport system in the various cities of Sindh.

PROGRESS:

                         i.     Total 5 new signals at Larkana (Completed)

                       ii.     Total 03 new signals at Sukkur (Completed)

                     iii.     Total 18 new signals in Karachi (09 Completed)

                     iv.     Total 27 Signals to be up-graded in Karachi (22 Completed).

                       v.     The remaining 14 traffic signals (09 New & 05 Upgradation) are planned for completion in early 2026.

(a)   Is it a fact that any scheme to start shuttle service in Karachi is under consideration of the Government;

(b) If answer to (a) above is affirmative, the details thereof?

ANSWER

MR. SHARJEEL INAM MEMON: MINISTER FOR TRANSPORT AND MASS TRANSIT:-

The Administration of Karachi Bus Terminal, under instruction of Transport & Mass Transit Department, started shuttle service from Saddar, Taj Complex, Cantt. Station and Al-Karam Square, Karachi for pick and drop of the passengers at KBT free of cost to facilitate the commuters of Inter City and Inter-Provincial Routes.

Will the Minister for Transport and Mass Transit be pleased to state:-

(a)      Is it fact that scheme construction of bus terminal at Jacobabad city with cost of Rs.145.266 million is to be completed by June 2025;

(b)     If answer to (a) above is affirmative, detail of work completed and amount spent to-date?

ANSWER

MR. SHARJEEL INAM MEMON: MINISTER FOR TRANSPORT AND MASS TRANSIT:-

Yes, the ADP Scheme No: 3807namely "Construction of Bus Terminal at Jacobabad”with an estimated cost of Rs. 145.266 million is likely to be completed by June 2025.

The Transport & Mass Transit Department through the Works and Services Department, is executing the said ADP scheme.

The physical progress of the scheme is 86%, with an expenditure of Rs. 129.775 million to date.

 

973      *Mr. Ali Khurshidi:  

Will the Minister for Transport and Mass Transit be pleased to state:-

(a)      Is it fact that Sindh Government has imposed ban on usage of CNG as fuel in commercial vehicles in the intercity passenger transport vehicles so also in school vehicles;

(b)      If answer to (a) above is affirmative, how much the same implemented?

ANSWER

MR. SHARJEEL INAM MEMON: MINISTER FOR TRANSPORT AND MASS TRANSIT:-

Yes, it is fact that the Government of Sindh, has issued a Notification dated 8th May 2015, subsequently supplemented by an Addendum dated 7th August 2015. These directives have imposed an unequivocal ban on the use of CNG/ LPG as fuel in public service vehicles operating on inter-city routes and in school and college vehicles. The Honorable High Court of Sindh, Circuit Court, Hyderabad, reinforced these measures through Order dated 15th December 2016, passed in Constitution Petition Nos. D-31 of 2014 and D-1228 of 2016.

In this regard, PTA and RTA along-with Law enforcing agencies and District Administration, conduct regular checks against violations along-with requisite actions and penalties on violators

(a)      Is it fact that scheme improvement of U-turns in different areas of Hyderabad with cost of Rs.69.498 million is to be completed by June 2026;

(b)     If answer to (a) above is affirmative, detail of work completed and amount spent to-date?

ANSWER

MR. SHARJEEL INAM MEMON: MINISTER FOR TRANSPORT AND MASS TRANSIT:-

Yes, The ADP Scheme No. 3819, titled 'Improvement of U-turns in Different Areas of Hyderabad,' with an estimated cost ofRs. 69.498 million, is expected to be completed by June 2026.

The Transport and Mass Transit Department, through the Sindh Mass Transit Authority (SMTA), is implementing this scheme. The contract was awarded on July 2, 2024, and work has commenced at two locations—Nasim Nagar Al Asif Hotel and Aga Khan Labortary Nasim Nagar—in collaboration with the Deputy Commissioner of Hyderabad and the relevant team. However, construction at three locations on Autobahn Road will commence only after the district administration completes the ongoing development work in the area.

Currently, the physical progress of the scheme stands at 15%, with expenditure of Rs. 8.744 million.

How is the ministry addressing the safety concerns related to public transport, including issues of overloading and maintenance of vehicles?

MR. SHARJEEL INAM MEMON: MINISTER FOR TRANSPORT AND MASS TRANSIT:-

The Transport and Mass Transit Department (T&MTD) is actively working to provide safe, efficient and Environment-friendly transport services. To address the safety concerns, following projects have been initiated to ensure the safety of public:

 

·         Automation (PTA & RTA): The project aims to automate the business processes of RTA and PTA through the deployment of cutting-edge information technology tools. By leveraging automation, the authorities can enhance operational efficiency, improve revenue collection, ensure transparency, and provide better services to the public.

 

MVI: Vehicle Inspection and Certification System is being introduced for the Province under which the fitness of vehicles will be digested and electronically inspect to ensure fitness. This project will support the department to audit and catch out dated dilapidated vehicles causing safety hazards.

What strategies are being implemented to tackle the increasing traffic congestion in major cities of Sindh?

ANSWER

MR. SHARJEEL INAM MEMON: MINISTER FOR TRANSPORT AND MASS TRANSIT:-

The Government of Sindh is actively working to provide efficient and eco-friendly transport services to the public which will address traffic congestion issues. Major initiatives include:

People’s Bus Service commenced its operations in June 2022 with a fleet of 290 state-of-the-art diesel-electric (hybrid) buses on 11 major routes in Karachi and 6 routes in the other divisional headquarters. Serving approximately 125,000 passengers daily, it marks a significant leap towards modernizing the public transit infrastructure.

People’s Pink Bus Service started in February 2023 isAsia’s first ever women exclusive Bus Service which has been lauded by both local and international forums providing service to the women on 5 major routes in Karachi.

People’s Electric Bus Service Pakistan’s first ever zero emission electric public buses operating in Karachi since January 2023, on four routes in Karachi.

BRT Orange Line (4 km) is in operation from Town Municipal Administration Office (Orangi Town) to Jinnah University for Women, Karachi (near Matriculation Board Office) serving approx. 5000 passengers daily.

 

BRT Yellow Line in Collaboration with WB: The 21km bus route starts from Dawood Chowrangi in Korangi via Jam Sadiq Bridge, Main Korangi Road, FTC Interchange, Shahrae Faisal, Shahrah-e-Quaideen, Kashmir Road, and culminates at Khudadad Colony. The BRT will operate 268 EV Buses.

 

BRT Red Line: Malir Cantonment to Numaish in Collaboration with ADB: The main corridor (24.2km) extends from Malir Halt to Numaish and the common corridor (2.4km) from Municipal Park to Tower. The BRT will operate 250 Buses, fueled through Biogas Plant being established for the project.

 

Establishment of Modern Bus Terminals:

Modern bus terminals in Karachi Hyderabad and Larkana are being developed under ADP.

 

Installation of Traffic Signals:

The installation of Traffic Signals in Karachi and Hyderabad is being undertaken in ADP.

 

ConstructionofBus Laybys:  In Karachi, Hyderabad, Sukkur and Larkana under ADP scheme.

            Shifting of Illegal Bus Stands:

The illegal addas/ stands were shifted w.e.f. 24-08-2024 from the city areas i.e. Sagheer Hussain Shaheed Road (Saddar), M.A. Jinnah Road (Taj Complex/ Lines Area), Cantt. Station, Al Karam Square, Patel Para, Qayyumabad and Qalandaria Chowk etc., to Karachi Bus Terminal Sohrab Goth:

Ø Business Communities, residents of the areas and general public have appreciated the initiative.

 

Ø Road Congestion and Pollution reduced.

Ø  Action against violators through Secretary, PTA, RTA, District Administration and Traffic Police were taken since 24-08-2024 to 15-12-2024 which is reproduced below:-

The Transport and Mass Transit Department (T&MTD) is actively working to provide efficient and eco-friendly transport services to the public. The T&MTD is working diligently to implement and adopt emerging technologies to provide quality service to the public. Major initiatives include:
