Will the Minister for STEVTA be pleased to State:-

(a)      Whether any vocational and technical authority exit in the province;

(b)      If answer to (a) above is affirmative, the steps taken by the same for improvement of technical education during 20-08-2018 to 19-08-2023 and in near future?

ANSWER 

SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR STEVTA:-

Yes. The Government of Sindh established The Sindh Technical Education and Vocational Training Authority (STEVTA) in 2009.

STEVTA has taken various initiatives tostreamline, regulate, and strengthen Technical Education and Vocational Training (TEVT) in the province of Sindh, such as:

·         Replacing out-dated Technical Education and Vocational Training programmes with Demand-driven Competency Based Training (CBT) Programmes in STEVTA institutes.

·         Capacity Building Programmes for STEVTA Staff:

o   Training of Trainers (ToT) on the CBT methodology and Demand-driven courses

o   Soft skills training

·         Establishment of Teacher Training Institutes at:

o   Staff Training Academy, North Karachi, Karachi

o   Centre of Excellence, Kotri

·         Office Automation:

o   Online Trainee Information System (Comprehensive database of all pass out trainees’ information)

o   HR Information System (Employee Information, Employees Service History, Filled and Vacant Positions)

o   Inventory Management System (Inventory Management and Requisition)

o   Monitoring and Evaluation System (Monitoring of Office & Institute performances)

o   File Management System (Digitizing Office Documents)

·         Introduction of CCDTE Sino-Pak Dual Degree Program 2+1 (Study Two Years in Sindh, and One Year in China):

·           Procurement of tools, equipment, machinery and furniture for implementation of new demand-driven courses.

·           Collaboration with Government and Private organizations such as:

o   National Vocational and Technical Training Commission (NAVTTC), Government of Pakistan, Islamabad

o   Department of Empowerment of Persons with Disabilities (DPED), Government of Sindh, Karachi

o   Anti-Narcotic Force (ANF) Benazir Shaheed Model Addicts Treatment & Rehabilitation Centre (MATRC), Manghopir, Karachi

o   Overseas Employment Cooperation (OEC), Government of Pakistan, Islamabad

o   Benazir Income Support Programme (BISP), Karachi

o   Sindh Prisons & Corrections Service (SPCS), Karachi

o   Muslim Hands UK, United Kingdom

o   United Nations High Commissioner for Refugees (UNHCR)

o   United Nations Development Programme (UNDP)

o   Japan International Cooperation Agency (JICA)

o   Institute of Cost and Management Accountants of Pakistan (ICMAP), Government of Pakistan, Karachi.

o   All Business and Industrial Association (BIAs)

The following Institutes have been established in Karachi during last three years:

Number of Poly-technic institutes/vocational schools established in District East Karachi during last five years i.e. (from 2018-2023) along with number out of above functional and detail of skills taught there?

ANSWER

There is no any institute has been established in Karachi East during the period from 2018 to 2023. However, the following Technical, Commercial and Vocational Institutions are functioning in Karachi East under the control of this Department:-

1.          Govt. Polytechnic Institute, Sachal Goth, Karachi.

2.     Govt. Monotechnic Institute, Gulistan-e-Jauhar,Karachi.

3.     Govt. Vocational Training Center, Shanti Nagar,Karachi.

4.     Govt. Vocational School (Girls) Sachal Goth,Karachi

5.     Govt. Institute of Business & CommercialEducation, Gulistan-e-Jauhar, Karachi.

6.     Govt. Vocational Training Center, Jacob Lines,Karachi.

7.    Govt. Vocational Institute (Girls) PECHS, Karachi.

(a)   Is it a fact that Government is planning to expandandimprovetechnicalandvocational opportunities in Sindh in the light of increasing importanceofvocationaltrainingandskilldevelopment;

(b)    If answer to (a) above is affirmative, the details thereof?

ANSWER 

SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR STEVTA:-

Yes, the Government is planning to expand and improve technical and Vocational opportunities in Sindh in light of the increasing importance of vocational training, skill and developments44 schemes are included in the current year's Annual Development Program (ADP-2024-25) for the expansion and improvement of technical and vocational education opportunities in Sindh as under:

(i)     19 schemes (having 61 units/ Institute) for the new establishment of Technical & Vocational Institutions;

(ii)        20 Schemes (having 69 units/ Institutes for Rehabilitation/ Reconstruction / Repair & Renovation of the existing Institutions;

(iii)      05 schemes (having 6units/ Institute) for the upgradation of the existing institutions;

(iv)      Besides these schemes, STEVTA is executing M&R Schemes from the Non-Development side;

(v)          A further 28 schemes are being planned to be executed for the maintenance & repair of the existing institutions through the non-development side from the Maintenance & Repair Head;

How many technical institutions are operational in Sindh and does the region have a mechanism in place to facilitate sending talented students abroad for student exchange program?

ANSWER 

SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR STEVTA:-

Yes, there are 251 Institutions operational under the administrative control of STEVTA in Sindh Province.

Further, STEVTA has signed a Four-Party Cooperation Agreement with Tang Chinese Education & Technology Ltd for the Sino-Pak Dual Diploma 03 years Program called CCTE(Chinese+ Commerce Culture Training+ Employment) as per detailed attached atAnnex-II& III placed on the Table of the House.

DETAILS OF COOPERATION AGREEMENT

(Four-Party Agreement)

Enrolment of the Dual Diploma Programme:

Under the 2+1 CCTE Modern Sino Pak Dual Diploma Programme students have to pursue 2 Years of Training in Pakistani Institutes (STEVTA Institutes) and 3rd Year in a Chinese Institute in China, on a partial scholarship, 271 Trainees have enrolled themselves under this programme to avail foreign Diploma opportunities in China, the breakup of this enrolment is as under:

1st Year 146 (In STEVTA/Pakistani Institute)

2nd Year 111 (In STEVTA/Pakistani Institute)

3rd Year 14 (In Chinese Institutes in China)

Programme’s expansion for further Institutes in Karachi & Hyderabad Regions is also under process.

Moreover, STEVTA has also signed a MoU with Overseas Employment Government of Pakistan.

(a)                  Is it a fact that vocational training institutes were established for women from 2022 to 2024 to promote technical education?

(b)      If the answer to (a) above is affirmative, the details thereof?

ANSWER

Yes, Sindh Technical Education & Vocational Training Authority (STEVTA) has established 08 Vocational Training Institutes/ Centres for women from 2022 to 2024.Details is at Annexure placed on the Table of the House.
