The district-wise summary of water supply schemes executed during the period 2018 to 2023 under the ADP portfolio of the Local Government Department, Government of Sindh, along with their respective estimated costs, is provided below.

Furthermore, during the current Financial Year 2025–26, under the ADP portfolio of the Local Government Department, the remaining 14 water supply schemes from the above-mentioned period are ongoing in Karachi Division. These schemes have a total estimated cost of Rs. 73,557.149 million, with a current financial year allocation of Rs. 7,622.284 million.

Name of issuing authority of health Certificate for the Livestock transported to Karachi?

ANSWER

It is submitted that after Medical Checkup Health Clearance Certificate is being issued by Town Municipal Corporation Gadap, District Malir, Karachi only to the big animals (Milch & Meat Animals) at the entry point of Karachi Division. One near Lucky Cement Factory Super Highway and other at Baba Bohri, National Highway.

Beyond broad goals, can you share specific, measurable, achievable, relevant and time-bound (SMART) objectives for your long-term vision of Local Government Development in Sindh?

ANSWER

 

SYED NASIR HUSSAIN SHAH, MINISTER FOR LOCAL GOVERNMENT: -

Infrastructure Development – Urban Development;

 

Urban development, including the improvement of road infrastructure, water supply, and drainage systems, forms an integral part of overall infrastructure development. The water supply and sanitation sectors face several challenges, such as the lack of treatment plants, contamination of freshwater bodies, inadequate geographical coverage, mixing of potable and sewerage water, and deteriorated/inefficient infrastructure.

 

The key initiatives under this sector include:

 

·         Implementation of the K-IV Project to provide 260 MGD of water to Karachi.

 

·         Execution of TP-1, TP-2, and TP-4 projects for wastewater treatment.

 

·         Implementation of the SWEEP Project for the development of Landfill Sites (LFS) and Garbage Transfer Stations (GTS).

 

·         Expansion of the modernized garbage collection system by the Sindh Solid Waste Management Board beyond Karachi to the divisions of Larkana, Hyderabad, and Sukkur.

 

·         Rehabilitation and construction of 1,450 kilometers of urban roads/streets, along with the construction of flyovers and underpasses, beautification works, installation of streetlights, and other measures to improve mobility in urban areas of Sindh.

 

These initiatives collectively aim to strengthen urban infrastructure, enhance service delivery, and improve the quality of life in cities across Sindh.

(a)   Is it a fact that a projects to convert salty water into sweet water has been started in Karachi;

(b) If answer to (a) above is affirmative, the details thereof?

ANSWER

 

SYED NASIR HUSSAIN SHAH, MINISTER FOR LOCAL GOVERNMENT: -

 

It is submitted that a project named the 5 MGD desalination project exists under the Public Private partnership (PPP-mode) in the Karachi Water and Sewerage Corporation (KW&SC). However, the Tender/RFP was issued twice, but no bids were received. Therefore, the decision regarding the future of the said project is currently pending with PPP Unit, Government of Sindh.

Estimated cost of K-4 project along with date of its beginning as well as reasons of not completion till to date?

ANSWER

 

SYED NASIR HUSSAIN SHAH, MINISTER FOR LOCAL GOVERNMENT: -

 

Government of Pakistan vide PD&DI Division's OM No. (299)/ PP&H/PD/2020 dated 21-9-2020 intimated that Federal Government has decided to take responsibility to implement the K-IV Project Scheme through Ministry of Water Resources as sponsoring agency and WAPDA as an executing agency instead of KW&SB. Accordingly, execution of the main K-IV bulk water supply system is the responsibility of WAPDA and forms part of the Federal Government’s portfolio.

 

TheGovernment of Sindh, however, is responsible for the augmentation and distribution-side improvements of K-IV within Karachi. In this regard, the Government of Sindh, with financial support from the World Bank (IBRD – International Bank for Reconstruction and Development) and AIIB – Asian Infrastructure Investment Bank, has initiated an overall financing envelope of USD 600 million, comprising 80% donor funding and 20% Government of Sindh contribution. The augmentation component of K-IV is estimated at USD 260 million and is structured into three transmission routes with four packages, with tendering planned to commence from April 2026.

 

It is further submitted that the Government of Sindh has preponed the augmentation works on a 2.7 km stretch along University Road since it's a common corridor with the ongoing BRT Red Line Project. This section is presently under execution.

 

As regards the main K-IV system, WAPDA has reported that approximately 64% of the physical progress has been achieved.

When storage capacity of Jamshoro filter plant will be increased through which water is being supplied to Qasimbabad and old city area of Hyderabad?

ANSWER

 

SYED NASIR HUSSAIN SHAH, MINISTER FOR LOCAL GOVERNMENT: -

It is submitted that through Provincial ADP scheme viz ADP No.1545/2025-26, the desiltation work of existing 400 MG Lagoons at Jamshoro Road Hyderabad is under process, through which out of 02 existing lagoons, the desilation of Southern lagoon has been completed and the work on Northern lagoon is under way. As expected, the same will be completed during current financial year subject to the release of allocated fund by June, 2026. After completion of desiltation work at existing lagoons, the capacity of Jamshoro Filter Plant will be increased as per the requirement.
