520       *Dr. Fouzia Hameed:  

Will the Minister for Transport and Mass Transit be pleased to state: -

updates on the progress of infrastructure projects designed to enhance/improve road and transportation networks throughout Sindh?

ANSWER

 

MR. SHARJEEL INAM MEMON: MINISTER FOR TRANSPORT AND MASS TRANSIT: -

Updates on Infrastructure Projects: Different BRT projects have been initiated to enhance/improve road and transportation network in Sindh. Some have been completed whereas some are in progress:

  • BRT Orange Line (04 km) is in operation from Town Municipal Administration Office (Orangi Town) to Jinnah University for Women, Karachi (near Matric Board Office) serving approx. 2500 passengers daily.
  • Yellow Line BRT (World Bank Funded Project): Under execution phase, the 21km bus route, whose construction is being assisted by the World Bank, starts from Dawood Chowrangi in Korangi. It is 3rd generation BRT System, and will serve people in Korangi and Landhi Industrial areas, the central business district project and numerous residential areas. Key components include fleet of 268 EV-Buses which will serve daily ridership of around 300,000 people.
  • Red Line BRT (Asian Development Bank Funded Project): Progressing in construction phase with a 26.6 km corridor, the main corridor (24.2km) extends from Malir Halt to Numaish and the common corridor (2.4km) from Municipal Park to Tower. Considering the sustainability and eco-friendly protocols, 250 Bio CNG fueled buses will be introduced under this initiative and will serve daily ridership of 400,000 people. A Bio Gas Plant will be established at Bhens Colony for production of Bio Gas from the Cow Dung, as fuel of Red Line Buses.

Further, following transport infrastructure in planned under CFY ADP:

1)      Establishment of Modern Bus Terminals in Thatta, Badin, Mirokhan, Jacobabad, &Larkano under CFY ADP. Whereas, Bus Terminals in Kandhkot, Thul, Karachi, Mirpurkhas, Sanghar, Shaheed Benazirabad, Kandiaro will be established under NFY ADP.

2)      Installation of Traffic Signals in Karachi and Hyderabad under CFY ADP.

3)      Construction of Bus Laybays in Karachi, Hyderabad, Sukkur and Larkana are planned under CFY ADP.

4)      Installation of Traffic Signs in Karachi for awareness under CFY ADP.

5)      Construction Of Parking Plaza in Hyderabad under CFY ADP.

6)      Improvement of U-Turns in Karachi and Hyderabad under CFY ADP.

7)      Modification and Beautification of Junctions in Karachi and Hyderabad under CFY ADP.

Updates on projects aimed to reduce traffic congestion and improve the flow of traffic in major cities such as Karachi and Hyderabad?

MR. SHARJEEL INAM MEMON: MINISTER FOR TRANSPORT AND MASS TRANSIT: -

The Provincial Government has taken significant steps for public transportation in major cities of province including Karachi and Hyderabad to improve the flow of traffic and reduce the congestion. Some of the projects/initiatives are as under:

i) People’s Bus Service: has commenced its operations in June 2022; among other divisions, the initiative is providing mobility means to the public in Karachi and Hyderabad as well, operating on 10 routes with 222 Buses in Karachi and 02 routes with 12 buses in Hyderabad. 

 

ii) People’s Pink Bus Service: Asia’s first ever women exclusive Bus Service which has been lauded by both local and international forums is operating on 05 routes with 28 buses in Karachi.

 

iii) People’s Electric Bus Service: Pakistan’s first ever zero emission electric public buses operating on 04 routes with 50 buses in Karachi since January 2023.The Government of Sindh also intends to initiate more routes and add more buses to the fleet under the People’s Bus Service initiative by induction of further approx. 500 Eco friendly Buses. This expansion is driven by the positive public response and the wide spread demand for a sustainable transport Ssystem

 

iv) BRT Orange Line & Green Line are operational in Karachi, benefitting about 70,000 passengers every day.

(a)   Is it fact that scheme of Construction of Bus Terminals in Thatta, Badin and Qamber Shahdadkot at Miro Khan with cost of Rs.  273.729 million is to be completed by June 2025;

(b) If answer to (a) above is affirmative, detail of work completed and amount spent todate?

MR. SHARJEEL INAM MEMON: MINISTER FOR TRANSPORT AND MASS TRANSIT: -

The ADP Scheme No: 3799, namely "Construction of Bus Terminals in Thatta, Badin, and Qambar Shahdadkot at Miro Khan," with an estimated cost of Rs. 520.902 million, is under revision due to CSR 2024 and will be completed by June 2026.

The Transport & Mass Transit Department, through the Works and Services Department, Government of Sindh, is executing the said ADP Scheme. These bus terminals are designed to facilitate inter-city travel, improving accessibility and mobility while enhancing the overall transport system.

The physical progress of the scheme is 80%, with an expenditure of Rs. 202.159 million to date.

(a) Is it fact that scheme Construction of BRTs Orange Line with cost of Rs. 5964.849 million is to be completed by June 2026;

(b) If answer to (a) above is affirmative, detail of work completed and amount spent todate?

ANSWER

MR. SHARJEEL INAM MEMON: MINISTER FOR TRANSPORT AND MASS TRANSIT: -

It is submitted that the ADP scheme BRT Orange Line, with a cost of Rs.5964.849 million, has been completed and functional from 10th September, 2022.

 

The BRT Orange Line was constructed by the Transport and Mass Transit Department (T&MTD), Government of Sindh through the Sindh Mass Transit Authority (SMTA), which covers a route of 3.88 km from TMA Orangi Town to Board Office, primarily serving as a feeder service to the Green Line.

 

The revised PC-1 cost for the project is Rs.5964.894 million, including Rs.2875.486 million allocated for construction and Rs.3089.408 million earmarked for operation.

 

Moreover, the BRT Orange Line is currently operated by PIDCL under Facilitation and Implementation Agreements (F&I) signed on November 27, 2020, between the Government of Pakistan and Government of Sindh.

 

The timeline for completing the handing over of the BRT Green Line and BRT Orange Line operations to Government of Sindh is scheduled for end of February, 2025.

What are the details of the total number of bus stops that have been established for the convenience of passengers in the Hyderabad district?

The Transport and Mass Transit Department is executing a Bus Lay-by Scheme in Hyderabad to facilitate the convenience and safety of passengers using the Peoples Bus Service from Hyderabad to Ayub Hotel (Faisal Mover Stop). Under the ADP scheme, a total of 30 bus stops have been planned on both sides of the corridor. So far, 28 bus lay-bys have been completed, and bus sheds have been installed at 14 locations. The remaining works are in progress, and all 30 bus lay-bys are expected to be fully completed by February2026.The list of bus stops is at Annexure placed on the Table of the House.

Whether there are any plans to introduce bio-fuels for public transport in Sindh, if so the details thereof?

ANSWER

 

MR. SHARJEEL INAM MEMON: MINISTER FOR TRANSPORT AND MASS TRANSIT: -

Biogas Plant – Karachi Bus Rapid Transit (BRT) Red Line Project:A Biogas Plant is planned to be established at the Landhi Cattle Colony, Karachi by TransKarachi under the BRT Red Line Project. Initially, it was envisaged that the fleet of 250 Red Line buses would operate on biomethane fuel produced from cattle waste.

 

However, in view of the global transition towards electric mobility, and the availability of buses that are more efficient and economical to operate, the plan to utilize biogas as CNG for the buses has changed. The organization has strategically shifted from CNG – hybrid buses to Electric Vehicles (EVs), thereby rendering the biogas-based energy model less relevant in the updated operational context and overall cost-efficiency framework.

 

Accordingly, the Board of Directors of TransKarachi has resolved to pursue the Biogas Project as a standalone project, the proceeds of which shall be utilized as subsidy for BRT Redline, EV buses.
