MUHAMMAD SHABBIR, MPA: Will the Honourable Minister for Health, Sindh may please to give answer/statement that building of dispensary and maternity home established on the name of Bhutto Shaheed by the Government of Sindh is completely in deplorable condition, in my Constituency Sher Shah UC-5 staff remains absent, people face severe difficulties in getting health facilities?

MUHAMMAD REHAN RAJPUT, MPA: Will the Honourable Minister for Local Government, Sindh may please to give answer/statement that sewerage system including water supply line has been damaged in Latifabadto drastic position. Sewerage water mixing with drinking water & no outflow of rain water due to damaged sewerage system.

QURAT-UL-AIN KHAN, MPA: Will the HonourableMinister for Education, Sindh may please to give answer/statement that the building of Government Boys Science and Commerce College located at Landhi No. 06 in main Landhi Town is very dilapidated. What steps have been taken by the department in this regard?
05. CALL ATTENTION NOTICE NO. 15 OF 2024; GIVEN NOTICE OF BY MR. SHARIQ JAMAL, MPA: Will the Honourable Minister for Local Government, Sindh may please to give answer/statement that recent rainfall (only 20-30 mm) has severely damaged roads in my Constituency due to the lack of patchwork. Areas affected include Model Colony Liaquat Ali Khan Road, Khokhrapar, Madina Colony, Shadman, Muhammad Colony, Sabir colony and many other areas multiple complaints. I urge immediate intervention by the Metropolitan Commissioner KMC.

(a) Is it a fact that grant were given to SRSO and NGOs by Sindh Government during 2018 to 2024;
(b) If answer to (a) above is in affirmative the details thereof alongwith criteria fixed for the said grant?
ANSWER
MIR TARIQ ALI TALPUR, MINISTER FOR SOCIAL WELFARE:-
No grant in aid has ever been allocated and provided to SRSO by Social Welfare Department, Government of Sindh. The details of grant-in-aid allocated and provided to NGOs by Social Welfare Department, Sindh Government during the period from 2017-18 to 2023-24 is at Annexure PLACE ON THE TABLE OF THE HOUSE.
There is a general criteria adopted for providing grant-in-aid by obtaining orders from the Chief Minister, Sindh and where required from the Provincial Cabinet by processing the request of NGO concerned are also earmarked and allocated by the Finance Department, at the time of finalization of Budget Estimates of that financial year, after approval by Provincial Cabinet.

Number of individuals treated and presently under treatment for drug addiction and Rehabilitation Centers during 2018-2023 are 33185.

(a) Whether it is a fact that centers for orphans and homeless children have been established in different districts of the province;
(b) If answer to (a) above be in the affirmative, the details thereof along with the number of
children registered there and detail of staff working therein from 2018 to 2023?
(c) Details of the facilities provided to the orphan and homeless children in the above centers;
(d) Details of the comprehensive policy for orphans and homeless?

The Social Welfare Department has established three Darul Atfal in three district of Sindh Province i.e Karachi, Hyderabad & Sukkur
The requisite detail of Darul Atfal Karachi, Hyderabad & Sukkur are at Annexure PLACE ON THE TABLE OF THE HOUSE.
Facilities provided to children / inmates of Darul Atfal in Sindh are as under:-
1. Boarding & lodging.
2. Three times meal.
3. School Education.
4. Pick & drop.
5. Routine Medical Checkup.
6. Clothing / dressing.
7. Religious Education.
8. Extra Curriculum activities / Sports Activity
9. Recreational Programme.

Number of newly NGOs registered during 2018 to 2023; and timeof functional as well as detail thereof?

416 NGOs have been registered from 2018 to 2023 under voluntary Social Welfare Agencies (registration & control) Ordinance, 1961, These NGOs are functional from the date of registration with social welfare department (416 NGOs list) are at ANNEXURES PLACED ON THE TABLE OF THE HOUSE.

Whether it is fact that 500 homeless beggar children are being provided homes in Karachi, if so, the details thereof?
ANSWER

The Sindh Child Protection Authority does not have a mandate to provide homes to homeless child beggars.
Child Beggars are rescued and shifted to Shelter Home for Destitute & Orphan Children, Malir which has a capacity to accommodate 200 Children. The Beggar Children are provided with support, including:
· Basic needs such as shelter, food & clothing
· Healthcare
· Legal aid support
· Counseling
· Recreational activities to promote physical and mental well-being
· Non-formal Education

What social welfare programs are currently being implemented in Sindh to support vulnerable population such as children, women, elders and persons with disabilities, alongwith any financial assistance or welfare schemes available to low income families to assist in getting quality education?
ANSWER
MIR TARIQ ALI TALPUR, MINISTER FOR SOCIAL WELFARE:-
The Social Welfare Department has established the Sindh Child Protection Authority (SCPA). The SCPA has established 30 Child Protection Units in the province of Sindh to address the cases of violence, abuse, neglect and exploitation against children.
The Social Welfare Department is running three Darul Atfals at Karachi, Hyderabad and Sukkur for orphan children.
The Social Welfare Department had established Darul Amans for vulnerable women, but five years ago these Darul Amans were handed over to Women Development Department.
The Social Welfare Department had established 19 Rehabilitation centers for disabled persons, but five years ago these centers were handed over to Department of Empowerment of Persons with Disabilities (DEPD).
In Social Welfare Department there are 14 Senior Citizen Centers under Construction in following Districts:-.

How does the ministry collaborate with NGOs and other stakeholders to deliver social welfare services effectively?
ANSWER
MIR TARIQ ALI TALPUR, MINISTER FOR SOCIAL WELFARE:-
The Social Welfare Department registers NGOs under Voluntary Social Welfare Agencies (Registration & Control) Ordinance, 1961 and Rules, 1962. The Social Welfare Department is the indirect partner in service delivery of all such voluntary Social Welfare organizations.
The Social Welfare Department organizes meetings, trainings workshops / seminars to enhance their capacity in the field. Social welfare officers also provide necessary guidance and support as per the need of different NGO’s. The Social Welfare Department collaborates with NGOs and other stakeholders in the form of MOUs.

Provide details on any rehabilitation and reintegration program for marginalized communities in Sindh, such as street children or victims of trafficking?
ANSWER
MIR TARIQ ALI TALPUR, MINISTER FOR SOCIAL WELFARE:-
The Sindh Child Protection Authority (SCPA) is committed to protect the rights and well-being of children in the province of Sindh. In accordance with the Sindh Child Protection Authority Act 2011(Amended) 2021.
Sindh Child Protection Authority is working in close coordination with Sindh Police to conduct Anti Child Beggary Drive for rescuing children who are forced to be involved in this worst form of child labor, i.e., Child Beggary. Once rescued, child beggars and street children are shifted to SCPA’s Shelter Home for Destitute and Orphan Children, Karachi to ensure their rehabilitation and protection.
With regards to the victims of trafficking, the Sindh Child Protection Authority participates in the meetings organized by the Anti-Human Smuggling Wing of the Federal Investigation Agency and submit monthly report with requisite information. Furthermore, SCPA is working to identify and rescue victims of trafficking (below 18 years old of age) in coordination with law enforcement agencies and NGOs to ensure their protection.
The management of SCPA’s Shelter Home for Destitute and Orphan Children, Karachi is providing comprehensive support including nutritious meal, psycho-social support, medical care, conducive environment and informal education to rehabilitate street children and child victims of trafficking to readjust them back into mainstream society.

Number of Social Welfare centers exist in Model Town, Korangi along with their function as well as number of employees working in the said town?
