Will the Minister for Cooperativebe pleased to State:-

Number of Co-operative housing societies established for MPAs and the Staff of the Secretariat of the Provincial Assembly of Sindh during 01-09-2018 to 30-07-2023 in the province along with money incurred and names of allottees?

ANSWER

MS. KHAIR-U-NISA MUGHAL, PARLIAMENTARY SECRETARY FOR COOPERATIVE:-

No such cooperative society was registered for the MPAs and the staff of the Secretariat of the Provincial Assembly of Sindh during 1.09.2018 to 30.07.2023. However, if the department receives such an application, it will be entertained as per law.

Functions of Sindh Housing Cooperative Authority alongwith development work carried out under same from 2019 to date?

ANSWER

MS. KHAIR-U-NISA MUGHAL, PARLIAMENTARY SECRETARY FOR COOPERATIVE:-

That the Sindh Cooperative Housing Authority (SCHA) functions under the Sindh Cooperative Housing Authority Ordinance, 1982 and the SCHA Rules, 1986 that provide for the basic legal framework for the functioning of the SCHA as enshrined in section-6 is at Annexure placed on the Table of the House.

              That the development work of the societies is carried by the elected management committee of the societies because the authority supersedes management of the society for short periods. After conduct of elections the management of the societies is handed over to the elected committees.

              As far as update on development work carried out by the SCHA from 2019 onwards it is submitted that four Board Meetings of SCHA were convened on 08.10.2019, 19.09.2022, 11.01.2023 and 01.06.2023,is at Annexure placed on the Table of the House.

 That the next meeting will be called very soon to review progress of the development work and gain first-hand input from the Managing Director, SCHA and other concerned.

What steps are being taken to modernize and digitize the operations of co-operative societies in alignment with contemporary practices?

ANSWER

The Annual Development Plan (ADP) Scheme bearing UID ADP No. CODCD-PP-23-0001 for the “Digitalization of Record of Cooperative Societies”has been reflected in the ADP 2023-24 and its modified PC-I has also been submitted for approval to the Planning & Development Board.

What is present status of pending legislation or regulatory reforms pertaining to co-operative societies in Sindh?

ANSWER

Presently the Cooperative Societies Act, 2020 and rules thereunder of 2020 are in vogue. However; in compliance with the judgment of Honourable High Court of Sindh Karachi dated 14.11.2023 in MA No. 69 committees have been constituted vide notifications No. SO(C-IV)/SGA&CD/4-86/2023 dated 08.12.2023 and SO(T)8(914)/2023, dated 26.07.2024 for proposing amendments in the Act and the rules mentioned herein above which will be brought before the Sindh Assembly in its due course.

(a)       Is it a fact that department is collaborating with other government departments or agencies to support the development of Co-operative enterprises and initiatives,

(b)       If answer to (a) above be in the affirmative, the details thereof?

ANSWER

MS. KHAIR-U-NISA MUGHAL, PARLIAMENTARY SECRETARY FOR COOPERATIVE:-

The Chief Secretary, Sindh has constituted a committee in compliance with orders of the court order mentioned in reply to question No. 335 for making the cooperative societies and department more effective in service delivery in collaboration with other stakeholders and departments. The department is interacting with Agriculture, Fisheries and Livestock Departments, P&D Board, Higher Education Commission, Sindh and Sindh Bank for coordinated efforts for promotion of the cooperative society culture in the province.

(a)     Whether it is a fact that countless societies have been established in the Province where people have invested their trillions of rupees due to land grabbing and corruption almost projects still not completed,

(b)     If answer to (a) above be in the affirmative, steps being taken for their betterment alongwith action taken against culprits?

ANSWER

MS. KHAIR-U-NISA MUGHAL, PARLIAMENTARY SECRETARY FOR COOPERATIVE:-

The Answer is negative. The impression that these Cooperative Housing Societies have not been properly developed because of land- grabbing and corruption is not true. Many of the Cooperative Housing Societies in Karachi, Hyderabad and Sukkur Division are successfully developed and are running under the control of elected management resulting thereby the members of these societies are enjoying their life in peaceful manner.

The matters related with development of Cooperative Societies, the possession of land, removal of encroachment and to secure the interest of members are the sole responsibility of the management of the Cooperative Societies. The management of the Society initiates litigations so also approach the concerned authorities in case of illegal and unauthorized encroachment.

As a regulator, the Cooperative Department takes action in case of gross illegalities/ irregularities committed by the management under the Provision of Sindh Cooperative Societies Act 2020 and Sindh Cooperative Housing Authority Ordinance 1982,isat Annexure placed on the Table of the House.
