PROVINCIAL ASSEMBLY OF SINDH
Provincial Assembly of Sindh in its sitting held on Wednesday the 23th October, 2024 has passed the following Resolution moved by Mr. Murad Ali Shah, Chief Minister, Sindh:
“This House recognises and resolves that the 26th constitutional amendment is a much needed step towards establishing equality between provinces and providing judicial relief to the people of Pakistan;
Acknowledges the relentless efforts of PPP Chairman Bilawal Bhutto-Zardari in ensuring the passage of the amendment and appreciates that in doing so he has maintained the supremacy of the Constitution as envisioned by his grandfather Shaheed Zulfikar Ali Bhutto and fulfilled the vision of his mother Shaheed Mohtarma Benazir Bhutto as enshrined in the Charter of Democracy;
Believes that the 26th amendment is a landmark achievement empowering provinces, after the 18th Constitutional amendment spearheaded by President Asif Ali Zardari.
Appreciates all the political forces that came together to achieve consensus and pass this historic amendment.

04 *Mr. Ali Khurshidi:
Will the Minister for Livestock &Fisheries be pleased to State:-
(a) Area-wise number of cattle farms existing in the Province alongwith cattle farms established during 2018 to 2021;
(b) Number of veterinary doctors serving in the province together with number of animals imported and procedure of their examination during 2018-2021?
ANSWER
SYED MURAD ALI SHAH (CHIEF MINISTER): MINISTER FOR LIVESTOCK & FISHERIES:-
a) No any new cattle farm is being established in Sindh during 2018-21.However, only 05 cattle farms are operational in Sindh. Another 03 livestock farms are established but not completely functional since the staff is not appointed yet. Details are at Annexure placed on the Table of the House.
b) (834) Eight hundred thirty four veterinary doctors are serving in Sindh province.
The import and export of animals pertains to Federal Government. However, the department procured imported 16 elite bulls of Holstein Friesian and Brahman bulls from Brazil to improve the production of non-descriptive cattle animals in Sindh, the details are Annexure placed on the Table of the House.

Steps taken for development of cattle breeding during 2018 to 2023 as well as detail thereof?
ANSWER
SYED MURAD ALI SHAH (CHIEF MINISTER): MINISTER FOR LIVESTOCK & FISHERIES:-
The Directorate of Animal Breeding is undertaken significant steps to enhance Cattle Breeding services in the province from 2018-23. The efforts have been facilitated through the establishment and operations of 23 Artificial Insemination Centers at district level, 64 Artificial Insemination Sub-Centers and 51 field Artificial Insemination centers. Details are at Annexure placed on the Table of the House.

Is it fact that Slaughter of minor animals increasing day by day if so, Steps taken for prevention in this regard?

Though it is the domain of Local Government. However, L&F department has initiated a development scheme titled as “Save Buffalo Calves” amounting to Rs.407.878 million for the period 01.07.2021 to 30.06.2025.

(a)Whether it is a fact that cases of illegal fishing have been reported in the province;
(b) If answer to (a) above be in the affirmative, steps taken to prevent illegal fishing?
ANSWER
SYED MURAD ALI SHAH (CHIEF MINISTER): MINISTER FOR LIVESTOCK & FISHERIES:-
Yes it is a fact:
Illegal fishing has been reported in the Province and Sindh Fisheries Department effectively take action to curb the illegal fishing in the provincial territorial waters under the provision provided in Sindh Fisheries ordinance 1980 and Rules 1983.
That Ordinance prohibits under size fishing less than of 12 inches size in order to protect small fish fries, juvenile and fingerlings of various fish species.
The above Ordinance also empowered to confiscate the illegal size fishing nets, challan the convicted fishermen, lodged FIR and produce before court of law for case compound.
During the current financial year 2023-24, 85 illegal net (code end) confiscated and 133 challan and fine has been imposed along with penalty.

(a) What was the annual growth rate of the fisheries sector in Sindh during the period from 2020 to 2023;
(b) What were the primary factors influencing the performance of the fisheries sector in Sindh during the period from 2020 to 2023?
ANSWER

· Fisheries as a sub-sector of agriculture plays significant role in the economy and towards food security of the country.
· Fisheries sector have share of 1.39 % in agriculture value addition and 0.32% in GDP, grew at 1.05% as compare to 0.75% during last year.
a) Limited export opportunities and low prices of catch due to the US and EU ban.
b) Irregular and illegal fishing especially in creeks.
c) Less attention to promote aquaculture.
d) Dredging issue in Karachi Fish Harbour.

Grade-wise number of persons were given jobs in livestock department during 2018-2024, whether all the appointment were made on merit basis, if so, the details thereof?
ANSWER

From 2018 to 2024 following appointments have been made. Details are as under:
a) 43 Senior Veterinary Officers (BS-18)
b) 593 Veterinary Officer (BS-17)
c) 92 posts filled under deceased quota in from BS-01 to BS-11.
d) 04 posts filled under disabled quota from BS-01 to BS-04
The appointment shows at (c) & (d) above are made as per approved Government policy for deceased and disabled person, whereas appointments mentioned at (a) & (b) were made through Sindh Public Service Commission on merit basis.
