FAISAL RAFIQ, MPA: Will the Honourable Minister for Local Government, Sindh may please to give answer/statement that pedestrian bridge is needed in front of Islamia Girls College Preedy Street because there is huge flow of traffic on this road, due to which people face difficulty in crossing the road and several times the general public specially girls students are victims of accidents, so, pedestrian bridge be constructed immediately?

Will the Minister for Excise, Taxation and Narcotics Control be pleased to State:-
(a) Is it a fact that there are any incentives/exemptions for certain type of business /investments and to give incentive to people to give vehicles tax in time;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
MR. SHARJEEL INAM MEMON: MINISTER FOR EXCISE, TAXATION AND NARCOTICS CONTROL:-
a. Yes, it is a fact that there are incentives / exemptions for certain types of businesses / investments, as well as incentives for timely payment of vehicle tax.
b. The details are as follows:
i. Exemption for businesses:
Full Exemptions are given to Charitable Trust owned business and spent their income exclusively for charity of needy peoples after fulfillment of required formalities throughout Sindh.
ii. Incentives for vehicles:
Motor Vehicles owned by Charitable Trusts, Coffin Carriers, and Ambulances are exempted from payment of Motor Vehicle Tax.
However, there are no additional incentives for paying Motor Vehicle Tax on time, apart from avoiding the 20% penalty on the defaulted amount of Motor Vehicle Tax.
iii. Incentives for Infra Structure Rule 14.
1) Any goods belonging to the Federal Government or Provincial Government or a foreign mission or any good which part of personal baggage of a passenger for which import license or permit is necessary shall be exempted from the payment of Cess.
2) Government may be notification, for the reasons to be recorded exempted from payment of Cess to-
(a) “Registered Associations” to which license is granted under section 42 of the companies Ordinance 1984.
(b) “Non-Profitable Organization” Which is provided by the competent authority for the purpose of section 2(36)(a) of Income Tax Ordinance, 2001

(a) Is it a fact that there are any digital forms or online services available for tax payers to access information or submission of documents;
(b) If answer to (a) above is affirmative, the details thereof?

Yes, it is fact that there are multiple online services offered by the Excise, Taxation & Narcotics Control Department, including Online Tax payment, CNIC Verification Services, Vehicle Verification Services, Number Plate Search, Online Calculations for Vehicle Registration, Calculation of Professional Tax, Queue Management System and Tax Payment Challan Downloads. The URL of the website is https://www.exise.gos.pk

(a) Is it a fact that measures are being implemented to prevent the influx of illicit drugs in Province;
(b) If answer to (a) above be in the affirmative, the details thereof alongwith recent statistics about drugs trafficking/abuse in the Province?

(a) Yes, following (10) check posts are functioning in the Province. This Administrative setup supports to take measures for the eradication of narcotics menace from the society.

The Narcotics Control Wing curbed drug related crimes by disrupting the chain of drug manufacturing and trafficking. They registered 135 cases, arrested 151 accused persons and seized 8.345 kg Heroin, 10.769 Kg ICE, 251.176 Kg Hashish (Charas), 60Kg Cannabis (Bhang), 24bottles, 567 pint & 3620 Beer, of P.M.F.L and 6683 liters & 1028 bottles of illicit liquor from 1st March 2024 to 30th June 2024.

(a) Is it a fact that the GST on services is being collected by Finance Department despite the fact that tax collection is the responsibility of Excise and Taxation;
(b) If answer to (a) above be in affirmative, the reasons thereof?
ANSWER
MR. SHARJEEL INAM MEMON: MINISTER FOR EXCISE, TAXATION AND NARCOTICS CONTROL:-
No, it is not a fact that GST is being collected by Finance Department, furthermore, it is submitted that GST(General Sales Tax) is collected by Federal Board of Revenue and total preview of the Federal Government.

Which types of taxes are being collected by the department, furnish details from 2022 to 2024?

The Excise, Taxation & Narcotics Control Department is collecting the following seven (07) taxes.
1. Motor Vehicle Tax.
2. Excise Enactments.
3. Infrastructure Cess.
4. Professional Tax.
5. Cotton Fee.
6. Entertainment Duty
7. Property Tax.
