In view of current global and regional situation and in pursuance of SGA&CD, Government of Sindh, Notification No. S.O (CTC) (SGA&CD) 10-11(144)/2026, dated 10th March, 2026, Syed Awais Qadir Shah, Speaker, Provincial Assembly of Sindh is pleased to adopt the following measures with effect from 11th March, 2026 until further orders:

1. Perks and privileges of Mr. Speaker:

Syed Awais Qadir Shah, Speaker, Provincial Assembly of Sindh is pleased to forego his perks and privileges including Salary and Fuel for a period of two (02) months.

2. Perks and Privileges of Other Parliamentary functionaries and Officers:

1. 25% cuts in the salaries and allowances of all Members of the Assembly will be applied for two months. 

2. The Officers of the Assembly Secretariat in BS-20 and above (or equivalent) or those with a monthly salary of PKR 300,000 or more irrespective of their BPS have foregone two days salary.

3. Secretariat Management:

1. The Office shall remain closed on Fridays, Saturdays and Sundays except during Session days of the Assembly.
2. Work from home arrangements shall be implemented for up to 50% of Staff, on alternate day basis. The Secretary will determine the Staff eligible for this arrangement.
3. All employees shall ensure their availability at home through telephone, email, and other communication tools.
4. Home based employee shall report to office at one hour's notice if required by their reporting officers.
5.  No employee shall leave the station without prior permission of the competent authority. 

4. Energy Conservation Targets:

1. 70% energy shall be conserved by switching off unnecessary lights and minimizing use of other electric appliances. 
2. Session of the Assembly shall be scheduled well before the sunset to save energy.

5. Austerity in transport:

1. Reduction of Fuel Provision by 50% for next (02) two months, for official vehicles. 
2. 60% officials vehicles shall be grounded and 40% shall be operational for smooth functioning of the secretariat, for a period of (02) two months. Carpooling shall be promoted. PAO/AO to ensure the implementation of this action.

6. Teleconferencing mode:

1. Meetings of Standing and other Committees, if unavoidable, shall be conducted through virtual or online platforms to reduce the travel and lodging expenditures, until the situation normalizes.

7. Miscellaneous austerity measures:

1. Complete ban on purchase of all new vehicles of all types till June 2026 to be strictly enforced with no exemption. 
2. Complete ban on purchase of all new durables till June 2026. 
3. Complete ban on Official visits and foreign trips. 
4. No Official dinner/ Iftaar shall be hosted except in the case of visiting Foreign Delegations. 
5.  All Official seminars, trainings and conferences (except to be funded by Government) shall be subject to prior scrutiny by a designated committee to determine the necessity and priority of the event.
6. Government venues such as auditoriums, committee rooms, and other official facilities shall be utilized for such events.
