Subject: RESOLUTION.
I am to state that the Provincial Assembly of Sindh in its sitting held on Thursday, the 03rd September, 2026 unanimously passed the following Resolution moved by Mr. Nisar Ahmed Khuhro, MPA/ Chairman, Public Accounts Committee, Provincial Assembly of Sindh.
Whereas, a renewed public debate has emerged regarding the creation of new provinces and administrative units in Pakistan, including proposals and suggestions which may have the effect of altering the existing territorial limits of the Province of Sindh;
And whereas, Sindh is a historic, civilizational and constitutional entity whose identity and territorial continuity extend over centuries, and which entered Pakistan as a distinct and undivided province;
And whereas, Sindh played a pioneering role in the creation of Pakistan, and the Sindh Legislative Assembly was the first provincial legislature of British India to adopt a resolution in support of the establishment of Pakistan on 3rd March 1943;
And whereas, at a special sitting held on 26th June 1947, the Sindh Legislative Assembly passed a Resolution declaring that Sindh would join the newly-to-be-created Pakistan as a constituent State;
And whereas, the people of Sindh have repeatedly and unequivocally expressed, through their elected representatives, their determination to preserve the unity and territorial integrity of their Province;
And whereas, this Assembly has, on previous occasions, including in 1948, 2012, 2013, 2014, 2019 and most recently on 21st February 2026, adopted resolutions affirming the unity and territorial integrity of Sindh and rejecting attempts to divide the
And whereas, the Constitution of the Islamic Republic of Pakistan establishes a federal system founded upon the autonomy, integrity and constitutional rights of its federating units;
And whereas, Article 239(4) of the Constitution specifically provides that a Constitutional Amendment which would have the effect of altering the limits of a Province cannot be presented to the President for assent unless it has been passed by the Provincial Assembly of that Province by the votes of not less than two-thirds of its total membership;
Now, therefore, this House hereby:
1. Unequivocally rejects any proposal, plan, scheme or constitutional arrangement, by whatever name or description, which seeks to divide Sindh, alter its existing territorial limits, create any new province out of its territory;
2. Rejects any plan, scheme or Constitutional arrangement to detach any district, division, region or territory from Sindh, or place any part of Sindh under a separate or federal administrative arrangement;
3. Declares in the clearest possible terms that Sindh is one and shall remain one, and that every district, division and region presently forming part of Sindh are integral and inseparable parts of the Province;
4. Reaffirms that this Provincial Assembly does not and shall not consent to any alteration of the territorial limits of Sindh and will exercise its constitutional authority under Article 239(4) to safeguard the unity and territorial integrity of the Province;
5. Reiterates that the constitutional rights and integrity of all federating units must be respected and that any discussion regarding restructuring of the Federation must take place strictly within the framework of the Constitution, democratic consent and the will of the people concerned;
6. Calls upon the Federal Government, Parliament, all political parties and all state institutions to respect the clearly and repeatedly expressed democratic will of the people of Sindh and their elected Provincial Assembly and to refrain from initiating, supporting or entertaining any proposal that would alter the territorial integrity of Sindh;
7. Reaffirms that Sindh’s unity and territorial integrity transcend party politics and that this House stands united in safeguarding the historic, constitutional and territorial identity of the Province through peaceful, democratic and constitutional means; and
8. Directs the Government of Sindh to transmit a copy of this Resolution to the President of Pakistan, the Prime Minister of Pakistan, the Chairman Senate of Pakistan and the Speaker of the National Assembly for placing the unequivocal constitutional position of the Provincial Assembly of Sindh on record.
Sindh is one and shall remain one.
